Before TARAF asks a restaurant to value the Kantan, TARAF must make its own boundaries visible. This charter explains how independence is protected and where responsibility sits.

Opening statement
Malaysia deserves
a dining standard
it can believe in.
TARAF exists to observe Malaysian dining with care, to recognise excellence without favour, and to build a record that restaurants and diners can use with confidence.
We will make mistakes, because every human institution can. Our responsibility is to make the rules visible, declare conflicts, correct the record, and keep the award harder to earn than it is to announce.

Impartiality
No restaurant can buy a Kantan. Sponsorship, advertising, hospitality or commercial relationships cannot determine a result.
Anonymous inspection
Inspectors visit as ordinary diners and pay their own bills. Restaurants are not judged through a staged service.
Conflict protection
Inspectors and council members must disclose relevant relationships. A conflicted person steps away from the relevant decision.
Human accountability
AI may support research, organisation and consistency. It does not taste, score, deliberate or award.
Annual responsibility
Every published distinction is tied to a location and edition. TARAF may renew, change, suspend or remove recognition.
Public clarity
Directory listing, TARAF Selected and One, Two or Three Kantan are different statuses. The public record must say which one applies.
Chairman’s duty
The Chairman signs the opening statement, governance charter, conflict declaration and final certification, but does not personally select winners.
